Finish troubleshooter · Drying and ageing
Cloudy or white finish (blushing)
A clear finish dries with a milky white or cloudy haze in it.
Likely causes
The causes the most sources give come first.
Humid air traps moisture in or under the coat as it dries.
Cold, damp conditions: a cold room, or lacquer sprayed cold.
Two sources: Minwax (Sherwin-Williams) and Mohawk (RPM) , sources [1, 3]
Recoating before the coat underneath has dried clear.
Two sources: General Finishes and Rust-Oleum (RPM) , sources [4, 5]
General Finishes says a water-based topcoat over an oil-based stain that is not dry enough can turn cloudy; it says to wait 72 hours, or seal the stain with shellac or lacquer first.

How to tell which
Varathane says its Crystal Clear water-based polyurethane looks milky while wet and dries clear, so wait until it has dried before judging.
One source: Rust-Oleum (RPM), the maker of that product , sources [5]
The fix
Wait: blush often clears by itself as the moisture leaves. Don’t add a coat until it has.
Two sources: Minwax (Sherwin-Williams) and Target Coatings , sources [1, 6]
Warm it: a warmer room, or warm air held over a small spot.
If it won’t clear, sand or strip the cloudy coat off and finish again.

Written in our own words from each source. A line with one source is that maker speaking about its own product, or the Wood Handbook on wood itself.
